The Peace Corps Volunteer Empowerment Act is the name of legislation introduced by Senator Dodd in 2007. The legislation was designed to mandate multiple operational reforms for the Peace Corps and empower Volunteers. The Peace Corps opposed the bill and it did not pass.
Chuck Ludlam was the main proponent for the bill. He was serving as a Volunteer in Senegal at the time, and flew from Senegal to DC to testify in favor of the bill. In his Reform Chronology he posted on the wiki he gives the back story for the creation of that bill and his subsequent reform efforts.
