What's the objective of free radio stations? Free radio stations are solution to pay attention to music with no advertisement and ads from the major corporations. Now not absolutely all free radio stations are ad or industrial free, some radio stations do have ads and commercials. These remain free r / c but free in an alternative way. These r / c are free for one to pay attention to but they still charge for advertisement and commercial time.

The reason behind this is two-fold. First Howard Stern had the number 1 show on the radio, therefore CBS was charging top dollar to get ad or commercial time during his show. The more industrial slots CBS can complete the more money they made. Which butchered the show because they could go to a commercial break every five full minutes. Now on the censorship, the big deal with censorship is the CBS business does not want viewers to be offended by Howard Stern. Perhaps not because they've high moral grounds but because they are afraid they may lose sponsors prepared to buy airtime on his show. Just look at what happened with Don Imus or Michael Vick, the plug was pulled by major corporations straight away on the both of these simply because they didn't want to lose consumer sales.

With r / c that charge for airtime there are politics and many fine lines they have to follow. With stereo who do not charge for airtime place they are in more get a grip on of what they perform and what they say. The only real problem using them is they do not normally make the exact same level of income since they don't demand for airtime house the larger channels make.
