RE: Freedom of Information Act Case log #08-035 February 11, 2008

This letter is an initial response to your February 5, 2008 Freedom of Information Act (FOIA) request received by the Peace Corps on February 6, 2008, asking for the Description of Service (DOS) documents of all volunteers who have ever served in the Peace Corps. You also asked for a waiver of fees for this request.

The DOS documents are a Privacy Act system of records, but segregable portions of those records are releasable when requested under the FOIA. Any personally identifiable information would be removed from the documents and withheld under exemption (b)(6) of the FOIA.

We are, however, denying your request for a fee waiver, and as such the following estimate of charges would apply to completion of your request:

It is estimated that the total number of pages responsive to your request is 600,000. Our reproduction charge of $0.10 per page would result in a fee of $60,000.

One FP-7 level employee working an estimated 14,166 hours to copy and redact all responsive documents, at the rate of $21.00 per hour, would equal $297,486.

The total for completion of your request would be approximately $357,486. If you are willing to pay this amount, please contact us regarding proper arrangements. You may also wish to contact us in regards to refining your request in a lesser charge.

If you disagree with our decision in regards to your request, you may file an administrative appeal within 20 calendar days from your receipt of this letter, specifying the date you received this letter as well as your reasons for appeal, to:
